Joel Rufus French, born on March 15, 1978, first gained prominence as a standout athlete. He played football and baseball at Amory High School in Mississippi and was even drafted by the San Diego Padres in the 1996 MLB June Amateur Draft. French ultimately chose football, becoming a highly decorated tight end for the Ole Miss Rebels, earning unanimous All-American honors in 1998 and first-team All-SEC selections in both 1997 and 1998. Despite a successful college career, his professional football aspirations were short-lived, with brief stints with the Seattle Seahawks (1999-2001) and Green Bay Packers (2002) without appearing in a regular-season NFL game, largely due to injuries.

Following his football career, French transitioned into the business world, becoming involved in durable medical equipment (DME) companies. However, this venture led to a large-scale criminal enterprise. From mid-2017 through early 2019, French orchestrated a complex scheme to defraud Medicare and the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) out of nearly $200 million. The fraud involved working with overseas telemarketing call centers that pressured elderly Americans, including those with Alzheimer's and dementia, into providing personal and health insurance information and agreeing to accept medically unnecessary orthotic braces.

French further facilitated the fraud by paying sham telemedicine companies to obtain signed doctors' orders from medical providers who never examined, and often never even spoke to, the patients. He then sold these fraudulent orders to marketers and medical supply companies, which submitted false claims to Medicare. French also owned and managed eight DME supply companies, using straw owners and false documents to hide his connection to these companies from Medicare, enabling him to directly bill for unnecessary equipment. Evidence at trial revealed claims were submitted for braces for amputees for limbs they no longer had and for deceased beneficiaries.

The legal consequences for French began in April 2024 when an indictment was unsealed, charging him for his alleged role in an over $70 million fraud scheme.
