Richard Stockton Rush III, born March 31, 1962, in San Francisco, California, was an ambitious entrepreneur with a lifelong interest in aviation and exploration. He became a commercial pilot at 18 and the youngest jet transport-rated pilot at 19, later earning a Bachelor of Science in Engineering from Princeton University and an MBA from the University of California, Berkeley. After a career that included work as a flight test engineer for McDonnell Douglas, Rush shifted his focus to deep-sea exploration, driven by a belief that the oceans were an underexplored frontier.

In 2009, Rush co-founded OceanGate with Guillermo Söhnlein, aiming to use commercial tourism to fund the development of new deep-diving submersibles for research and exploration. The company acquired the submersible Antipodes and later built its own, including Cyclops 1 and the ill-fated Titan. OceanGate began offering expeditions to the Titanic wreck in 2021, charging a significant sum for the experience.
